随着美国“创世纪计划”开启AI驱动科学发现的新范式,全球科技竞争已从单点技术较量升维至关乎国家生存底层能力的“呼吸主权”之争。当前面临的核心风险在于,若缺乏自主的制度标准与评价体系,单纯的技术追赶方式会让国家随时面临被切断知识源头的危机。本文主张重构“技术-制度-人才”的联动生态,通过建立自主的高水平学术期刊与评价机制,重新掌握科研创新的定义权与定价权。CASE-K21与iSTREAMs等全生命周期教育工程的实施将培养能够驾驭知识自动化与复杂社会系统的复合型人才。进一步地,依托平行智能与平行社会理论,构建虚实互动的本土治理框架,可为解决跨境数据流动与数字秩序等世界争端提供中国方案。科技自主并非封闭自守,而是通过掌握核心生态能力,以更自信的姿态实现高水平的科技繁荣与命运共同体。
As the U.S. heralds a new paradigm of AI-driven scientific discovery
global competition has escalated from isolated technical rivalries to a systemic struggle for "breathing sovereignty”
i.e.
a nation's fundamental capacity for survival. The core risk is that without autonomous institutional standards and evaluation systems
mere technical pursuit is perpetually vulnerable to dependency and the severance of knowledge sources. This article argues for reconstructing the coupled "technology-institution-talent” ecosystem
calling for indigenous high-impact journals and evaluation mechanisms to reclaim the authority to define and value scientific innovation. Accordingly
it proposes strategic lifecycle education frameworks
such as CASE-K21 and iSTREAMs
to cultivate interdisciplinary talent capable of navigating knowledge automation and governing complex social systems. Furthermore
leveraging parallel intelligence and parallel society
it outlines a virtual-real interactive governance framework to offer solutions for cross-border data flows and global digital order disputes. Finally
the article emphasizes that technological autonomy is not isolationism; rather
mastering core ecological capabilities is the prerequisite for engaging in high-level openness and global cooperation with genuine confidence.
